The Problem: India

Out of the estimated 1.4 million serious road accidents/collisions occurring annually in India, hardly 0.4 million are recorded. Further, only a minimal percentage of accidents are investigated scientifically.

The Result: Inadequate Scientific Investigation

In the absence of scientific investigation, the real causes and consequences of accidents are not known. Therefore remedial measures as well as punishment for the violators are also arbitrary.

Road safety can only be improved when we understand the causes and consequences of road accidents/collisions. Analyzing the causes and consequences of collisions are important in order to work out remedial measures.

Cause: Example, A faulty median design resulted in an accident. The remedial measure would be correction of the median structure.

Consequences: As a result of collisions two-wheeler riders have sustained head injuries. Such consequential information can help us improve headgear design.

On account of various political and socio-economic conditions, generally, the larger vehicles are often labeled the culprit in cases of vehicle-to-vehicle crashes. Where there is a pedestrian or a cyclist involved, generally the motor vehicle is blamed. The law and order police who do not have the knowledge of dynamics of motion, vehicle design, basic motor vehicle laws, right of way etc, investigate the collisions.

Punishments therefore are hypothetical.

IRTE has taken the initiative to set up the first Accident Investigation & Research Centre (AIRC) at Delhi and Goa under the umbrella of World Road Safety Network (WRSN). Our main partners in this Centre will be Dr.Steffan Datatechnik, Austria, VIA, the Netherlands, Centrex Bramshill Police Academy and the ITC, Holland.

Aim

To scientifically research the causes and consequences of road collisions as well as prepare effective systems for these analyses in order to provide remedial measures.

Reconstruction of accidents by specialized software (PC Crash program is a powerful calculation tool supporting the experts in reconstruction of traffic accidents, which helps in simulating motions and collisions of vehicles and biomechanical objects. Time-distance analysis of an event, occupant movement are also the important feature of this software.)

Analysis & plotting of accidents by means of GIS (VIA-GIS is a program to setup structural accident registration, linked to an accident analysis which works in a GIS environment. The software has three parts, i.e. registration, management and analysis)

Proper recording, collection and
handling of data of accidents. This would:

Help in creating a database which could be used
by police, transport authorities for improving enforcement and road infrastructure

Help in locating black-spots to countenance the failure of road safety

Help the police to deal with road
safety issues intelligently

Clarifies the contributing factors to collisions.
