STUDENT TRAFFIC VOLUNTEER SCHOLARSHIP SCHEME 2006 - 2007 (Hundai Traffic Squad)

Induction of the Hyundai Traffic Squad
Hyundai Motor India Limited (HMIL) approached IRTE after studying the activities of the institute, they strongly identified with the STV's scheme as being a concrete step in contributing towards making the roads of Delhi a safer place. The concept of associating with the Delhi Traffic Police as a 'co-producer' of safety with the help of college students who represent community or road user and also maybe the best advocates of road safety found an echo with HMIL policy of contributing to the society as a good corporate citizen.

Hyundai Sponsorship Details
Hyundai Motor India Ltd decided to sponsor the scheme with 100 students for one year , a consolidated stipend amount of Rs. 2000 per month was decided upon apart from agreeing to insure each student for a sum of Rs.1,00,000/-

Advertisement/Applications/Interviews & Training
Out of 132 Student, which were selected during interview, 110 Students underwent a training which is a comprehensive ten day module on traffic education management and control. This was conducted at Teen Murti Traffic Police Line, New Delhi. The training was provided by faculty from the Institute of Road Traffic Education (IRTE), Delhi Traffic Police and experts from other traffic related agencies. Along with physical training, extensive classroom training in the various aspects of road safety was provided to the students. This was followed by a field and written test and also a complete medical examination was carried out for all the students.


The Hyundai Motor India Limited (HMIL) Student Traffic Volunteers Scholarship Scheme was launched by DR. K.K. Paul IPS, Delhi Police Commissioner, who was the esteemed Chief Guest at the function organized at India Habitat Centre on 19 Jan 2006, the 100 university students including 10 girls were inducted under the HMIL sponsored Scheme. The other prominent guests included MS Upadhaye, IPS Addl. Commissioner of Police (Traffic), Mr. BVR Subbu , President , HMIL, Mr. DS Jang, GM, CCS, B. Mani, GM,CCS, Mr. Rohit Baluja, President, IRTE, Col. MR Bakhshi, Director(Ops), IRTE also present were three DCP'S (Traffic) 5 ACP'S and 8 TI'S and family members of the STVS.

 

Support from Delhi Traffic Police to the Scheme
May 13th 2006
Mr. M.S. Upadhye, IPS Addl. Commissioner of Police (Traffic) attended the review meeting for the month of April 2006 along with a few Traffic inspectors and Zonal officers in charge of the intersections where the STV's are deployed.
Mr. Upadhye requested to all the Ti/ZO's present that the STV's were a part and parcel of the initiative taken by Delhi Traffic Police and were not to be considered as only representing Hyundai and IRTE.

Encouraged the students to keep up the good work and assured them that all the inputs being provided by them through IRTE were continuosly reaching them and they would ensure that the feedback was given due consideration.

Dr. Mrs. Kiran Bedi IPS, Invites the STVs
On 24th May 06, IRTE organized a meeting of all the 100 student traffic volunteers with Dr. Mrs. Kiran Bedi, staff from IRTE headed by Mr. Rohit Baluja, members of the Corporate Communications Department from Hyundai Motors India Limited and the STV's assembled at the conference hall of the Director General Home Guards & Civil Defence office.


Mr. Baluja set the stage for Mrs. Bedi by talking about the highlights of her illustrious career. She is today the most celebrated police officer, having been awarded the Ramon Magsaysay Award for government service, also called the Asian Nobel Prize. Mrs. Bedi started by congratulating the students on having chosen to be Traffic Volunteers, she told them not to limit their thinking, and to carry out their “kartavya” or duty with full sincerity. Mrs. Bedi broached the issue of corruption rampant in all the systems of our country and she asked the students to fearlessly speak their mind on this issue. Mrs. Bedi, strongly expressed to everybody that the youth today still has a conscience within them and it is our duty not to desensitize them to the corruption happening all around. She said that the scheme should actually function as “Students Vigilante Scheme”

Support of STVs in Data Collection
Students were inspired and guided by the IRTE team to develop safety audits, statistical evaluations, public interviews etc aimed at supporting the traffic police in improving traffic management in respective areas. The surveys carried out at all the nine intersections where the students are deployed

The following surveys were carried out at certain intersections on the initiative shown by the teams deployed there.
Survey on two wheeler riders without helmets
Survey on volume of pedestrians using the intersection
Survey on volume of cyclists using the intersection
Survey on four wheelers jumping red lights.
Survey on four wheelers drivers not wearing seat belts.

Awards and Achievements
From the second month of the scheme, Hyundai motors magnanimously took a decision to institute a monthly awards scheme under two categories to further motivate the students Three prizes are given every month for the best STV's which carry a prize money of Rs. 2000, Rs. 1500 & Rs.1000 along with a certificate each. The second category has two prizes, for the best performing intersections; under this the entire team deployed at the winning intersection gets a certificate and prize money of Rs.6000 & Rs. 4500 respectively.


STUDENT TRAFFIC VOLUNTEER SCHOLARSHIP SCHEME

 

The scheme was launched with an initial strength of 40 STVs (Student Traffic Volunteer) in Delhi. However, on the basis of its remarkable performance and success, the strength was increased from 40 to 100 students in July 1999. 

The students are selected on the basis of aptitude, financial need, physical fitness and enthusiasm. The students are required to undergo two-weeks specialised physical as well as classroom training before being inducted as an STV.

Once selected, the STVs are required to perform the following tasks:

Controlling traffic at busy intersections under the supervision of traffic police
Organising proper parking of vehicles in high activity areas
Educating road users about road rules and safe driving
Controlling passengers and bus drivers at bus stops to prevent overcrowding and
jostling 
Monitoring traffic outside schools
Assisting pedestrians, especially children, old and handicapped in safe usage of road
Conducting surveys for better traffic management

To improve the effectiveness of the STVS scheme, the training and feedback mechanism is under constant review. Interactive sessions are held once a month where STVs and traffic police personnel exchange, modify and reinforce their experiences. On these occasions, outstanding performances, both individual and as a team, are acknowledged and rewarded. This serves as a valuable motivator for excellence in performance.

 

 

Over the years, the Student Traffic Volunteer Scheme has delivered positive results by way of-

Dramatic improvement in traffic discipline pertaining to common violations at intersections, such as crossing the STOP line, lane changing and jostling for position
Cyclists and pedestrians have shown enhanced improvement in respect for road laws
Road users, spanning the age spectrum, ave related very positively to the young STVs
The young drivers have been able to
relate to the volunteers very positively as they belong to the same age bracket
There have been practically no disagreements or disputes, whenever an STV has initiated a traffic violation penalty
The educated demeanor, positive body language and eye contact with the road user, further helps to establish the credibility of the uniformed STV in their role as good Samaritans displaying their worthiness for a good cause.

 



The Student Traffic Volunteer Scholarship Scheme has been recognised not only in India but also in other parts of the world, especially the United Kingdom. The STVS scheme has also been declared recipient of the Prince Michael International Road Safety Award for the year 2001.

After its immense success in Delhi, the scheme has also been introduced in the state of Goa . Other Indian states have shown keenness about introducing STVS in their regions - both urban & rural.

The Student Traffic Volunteers Scholarship Scheme is a unique partnership between the Social Corporate Citizen, the Traffic Police and the Students, catalysed and organized by the IRTE. The entire procedure of advertising, receiving applications, selecting and training is controlled and organized by the IRTE in association with the traffic police.
Day to day duties are also supervised and coordinated by the IRTE. Students work under the directions and control of the traffic police and daily checks are recorded.
Corporate Citizens associating with the STVS Scheme, gain a lot of publicity in addition to undertaking a socially important cause. Students wear special jackets which prominently displays the Corporate symbol. As students work on the most important intersections and during peak traffic hours the publicity return is very high.
IRTE invites Corporate Citizens across the country to participate in our endeavour to spread the Road Safety message by supporting the STVS scheme.
