Traffic Police Training

IRTE has conducted traffic management courses for police personnel since 1993. The purpose behind the courses was to build capacity of traffic police organisations, schools and academies in all the areas of traffic management including traffic engineering, understanding violations, enforcement, accident investigation,driver training and post accident management.
 
IRTE has rich faculty which includes enforcement specialists, police officers, transport planners, traffic engineers, medical doctors, road safety experts, automobile engineers, etc.

Training sessions are interactive and deal with prevalent road traffic and road environment conditions. Different modules have been prepared for officers and subordinate staff. The one, two, three day and weekly modules cover the entire aspects of :

  • Basics of traffic engineering including traffic control devices
  • Traffic legislation
  • Investigation of traffic violations traffic violations
  • Accident investigation, reconstruction and analysis
  • Understanding road user behaviour
  • Importance of data collection and its analysis
  • Intelligence led policing
  • Protecting vulnerable road users
  • Speed management
  • Enforcement of dynamic violations
  • Parking management and enforcement
  • Enforcement of drunken driving
  • Promoting helmet and seatbelt usage and their enforcement
  • Public interaction

A scientific based traffic drill is also taught to traffic police constables for efficient, and systematic physical control of traffic at intersections.

 

IRTE has had the opportunity to train the trainers of traffic police as well as traffic police personnel from various states including the

IRTE has also conducted workshops and training programmes at the Sardar Vallabhbhai Patel National Police Academy, Hyderabad, Maharaja Ranjit Singh Police Academy, Phillaur, Punjab,Central Detective Training School, Chandigarh. IRTE has also been invited by the Indian Air Force and the Indian Army for training their officers in traffic management.

 

Setting up of Traffic Management Centers for Traffic Police Organisations

 To enable the Traffic Police to deal with the subject of Traffic Management in the most effective manner, it is but natural to strengthen the base and infrastructure of the organisation through setting up an Traffic Management Centers.

Urban Cities are facing the problems of congestion leading to pollution, time-delays, road rage, crime etc as well as accidents, leading to fatalities and serious injuries and loss of property.

The aim behind enriching the Traffic Police Organization with a TMC is to build team effectiveness, leadership, organizational learning and organizational culture. These qualities support in bringing professionalism to the organization.

The fact remains that the subject of traffic management has not been defined nor elaborated for the key enforcement personnel of our country.

 

Important elements of traffic management –which are traffic engineering, traffic control, accident investigation and analysis, driver training and road user behavior, environment protection, post-accident management – are hardly deliberated upon, instead emphasis is mostly laid on traffic legislation and the paradigm of enforcement, which leads to a skewed understanding of the subject leading to a unilateral implementation of policing traffic.

IRTE does not believe that Road Safety Management should be outsourced.  Nor do we support the concept that traffic management organizations should always use crutches of consultancy.  We are convinced that every effort must be made to build the foundation of the organization, so that research, training and application are complimented with a strong leadership and positive culture building.

The Essentials of  a Traffic Management Center

  • Recording, analysis and collection of data of accidents, traffic volume, congestion and crime occurring due to road traffic
  • Developing implementation plans in alleviating traffic congestion and enhancing mobility
  • Regular audit of installed traffic control devices, and recommendation of further installation
  • Developing traffic control systems with reference to both mtorised and non motorised traffic
  • Developing support systems for the vulnerable road users
  • Sanction, audit and traffic operation at work zones
  • Development of IT, computing and advanced software
  • Research and implementation of speeding vehicles
  • Developing improved enforcement systems and strategies for reduction of dynamic violations
  • Building educative enforcement systems for drunken driving, usage of seat belts and helmets
  • Contribute towards transport planning with Departments of Transport and Urban Development
